Android based PLA Application works both online & offline makes timely reporting feasible from remotest location. In Jharkhand till date PLA Dash board holds record of more than 4,23,555 monthly meetings.

Action taken-
• Sahiyas work to reduce violence against women through PLA in Jharkhand.
• Structural participatory meeting to conduct with 40 women groups of 22 villages in rural Jharkhand.
• Participatory learning and action approach is a series of meeting that identify the problem.
• Making of community action plan & strategy.
• Implement and evaluate prevention activities in respectful ways.

PLA as a philosophy
PLA is located within a broader field of participatory
approaches, which can be described as a “family of
approaches, methods, attitudes and behaviours to enable
and empower people to share, analyse and enhance their
knowledge of life and conditions, and to plan, act, monitor,
evaluate and reflect” (Chambers 2008). In its pure form,
PLA is a philosophy which emphasises the need for
outsiders to learn about situations from insiders.

PLA tools and techniques
A community map is a drawing of an area, used to describe the area and identify key features from
the perspective of the community. It is frequently produced on the ground or on flip-charts, using
local resources (e.g. stones, plants, wood). The type of information shown often depends on the
group producing the map. For example, men might highlight different features of an area than
women or children.

Strengths and weaknesses
PLA can help provide a good, in-depth understanding of a
community, including its capacities and problems, from its
own perspective, including the perspectives of different
groups or sections of the community. For M&E purposes, it
can also provide different perceptions of the changes
occurring within a project or programme, and the reasons
for those changes.

How it works
PLA is designed to be a truly participative process, in which
communities have significant influence over how work is
carried out. This means it is not possible (or desirable) to
provide a standardised methodology or process. However,
the following steps are usually included.
Firstly, the goals and objectives of the PLA work are
clarified and agreed with the communities. If there are
multiple or conflicting goals then issues are resolved before
proceeding.

Participatory cartography, for example, is a great way to learn a lot about your target community and their needs and priorities. On a transect walk, you can also learn a lot about the local conditions. And even if you cannot apply the methodology as a whole, you should internalize its basic concept: beneficiaries are your partners and you should meet them, their knowledge, and their needs at eye-level.

Participatory Learning and Action is an advanced tool for project planning, implementation, and evaluation. Only if your organization has the resources, expertise and time available does it makes sense to base an entire project or program on it. But even if you are not able to use the entire concept, you can take some inspiration from it.

As you can see, the focus of these methods is to engage the target group and learn with them. It does not want to extract knowledge and take it away from the community. In the ideal case, Participatory Learning and Action is used for the planning, implementation, and evaluation of a project.
